It would be nice if a cookiecutter could be applied when a new repository is built. It should allow us to select the pipeline steps which should be included within the pipeline, and it should allow us to select the language or objective in which I am active.

The solution should story alternatives in a matrix, to be applied when used.

Alternatively a cookiecutter for each language, allowing to deselect features not desired at the current point in time.
