Remove central exception handling advice

RestApiControllerExceptionsHandler is handling all possible exceptions, which couples it to implementation of different business processes.
We should move process-specific exceptions to the related controllers.
Makes sense to use ApiErrorHandler and HandleApiErrorsWith infrastructure.
We also should provide tests for common types of errors and generate API schema components for those DTOs.
