(makefile) Upgrade mikefarah/yq to v4

This PR upgrades the version of yq used in the makefile from v3@latest to v4@v4.28.1

Not sure why this wasn't showing up in CI, but everyone who tried to run the make manifest target while using go v1.19.x ran into the following error:
