There may be a reason for not combining the ziti-edge and ziti-link listeners on a single TCP port.

Presently, when bootstrapping a config, the router deployments override ZITI_ROUTER_LISTENER_BIND_PORT with ZITI_ROUTER_PORT, thereby enforcing a single port for both listeners.

There's no such override when not bootstrapping (the default).
