Make it possible to change the question type from mc to card and vice versa

If the wrong question type has been chosen during creation, it should be possible to change the question type. Currently this cannot be done through the UI.

A change from mc to card should only be possible if the question has only one answer (if there are more answers, users are "forced" to first remove those and optionally move their contents).
