Upgrade to Laravel 11

Laravel 11 was released a few hours ago: https://github.com/laravel/laravel/releases/tag/v11.0.0

While the default app skeleton changed, Laravel 10 applications are not supposed to upgrade their skeletons: https://laravel.com/docs/11.x/upgrade#application-structure

Laravel now requires PHP 8.2.0 or greater, i.e. Ubuntu 22.04 LTS with its default php 8.1 doesn't work out of the box. https://packages.ubuntu.com/jammy/php
