Define more precisely what a conflict of interest is in the context of a CoC report

As per #1135 (comment), the Conflict of Interest policy mentioned in the CoC isn't very detailed (to put it mildly).

As we've been living with this policy forever, we shouldn't block #1135 over it. We can work on it in parallel however, and merge in #1135 if we get consensus here before #1135 is merged.
