As #1135 is updating the charter of our Code of Conduct, This change creates the opportunity to reform the Moderation Process (how Moderators enact their Moderation rights and general guidelines and recommendations of how Moderators should handle CoC violations).

As mentioned initially over this issue comment, the Node.js's Moderation Process has matured over the years. In my opinion, to be a good basis/foundation for our (Foundation) Moderation process.

@PaulaPaul also suggested the CNCF (Cloud Native Computing Foundation) Incident Resolution Procedures: https://github.com/cncf/foundation/blob/main/code-of-conduct/coc-incident-resolution-procedures.md

But I assume that the Incident Resolution Process differs from a Moderation Policy/Process. Either way, we can benefit from both sources (CNCF and Node.js) as these projects date way before the OpenJS Foundation and have history-backed in that they can support our charter of OpenJS's CoC.
