Have a process to capture estimated travel fund needs from different projects and collab space

It would be useful to have a process to capture information about future travel plan estimates for given projects and collab spaces early on.

For example, while some groups don't have a schedule for travel early in advance, they might have a good sense of how much travel is expected for the next year, or whether that travel is international or domestic.

@tobie I see two parts here:

1. Bringing this to the attention of the CPC
2. Capturing the spend so it is allocated

For 1, would there be a need for anything beyond bringing this to a CPC meeting?

The second one is easy to implement with the tracking we have implemented.
