rerun_link in course home is broken

Description

Currently in devstack, when we are in the course home and we click 'Re-run course,' it is working as expected. However, in Tutor, it is not working. I think rerun_link should have the full URL

How to reproduce it

1. Add this feature flag:

new_studio_mfe.use_new_home_page

2. Go to http://apps.local.edly.io:2001/course-authoring/home
   or open a course in studio > click on the user name > Studio Home

3. Click on Re-run course
