v0.20.1 includes node version breaking change

Hello! I found and issue with the compatible node versions due to a dependency.

Expected behavior

• open-wc/sematic-dom-diff v0.20.1 includes a breaking change in the compatible node version.
• @web/test-runner-commands@0.9.0 only works with node 18+
  • https://github.com/modernweb-dev/web/blob/master/packages/test-runner-commands/CHANGELOG.md#090
• Maybe the docs should include that this patch version update will break if the project is not using node 18+

Actual Behavior

error @web/test-runner-commands@0.9.0: The engine "node" is incompatible with this module. Expected version ">=18.0.0". Got "16.19.0"
