Opentelemetry JAVA : Can Span be used to propagate thread context attributes.

Hello Team, We have a requirement to propagate few thread attributes (like requestId) from one thread to another.
I wanted to know if we can use opentelemetry span to do so ..?
Can this be used when sampling is enabled. We want to do it for both sampled and not sampled requests.
Is it possible to do without the opentelemetry javaagent being present using only the opentelemetry context and api.
