In LLM semconv we want users to opt into the event. If user opts into it, then the event would have attributes/body, etc.

Requirement level on the attributes would not work since we need all-or-nothing for the event. Plus attributes can have different requirement levels (when the event is enabled as a whole).

Currently there is no formal way to express it
