This issue replaces #3184 and is scoped to the Terraform tutorial. Note, this issue is blocked by #3525. The update should eventually demonstrate how the policies can be distributed via bundles and how decision logging could be used.

This commit also show show the policy can be built into a bundle that
can be consumed with opa exec.
