Prerendering is very slow (~30 seconds/page)

I am the lead developer of the Docs site for Misskey, a distributed social networking platform. Our site used to use static generation, but as the number of pages grew, it took about 30 minutes to generate (30 seconds per page), so we switched to ISR using Vercel.

However, I think it is strange that it takes 30 seconds to generate each page, and I would like to get some insight here.

I found that if I delete the .nuxt/content-cache directory and open the docs page in dev mode, the initial load takes almost 30 seconds, during which time the contents of the content-cache folder are generated. Maybe the cache is not being used properly during prerender.
