feat(react): expose setupTailwindGenerator from @nrwl/react

Current Behavior

setupTailwindGenerator is not exposed in @nrwl/react, and can't be used to compose plugins

Expected Behavior

setupTailwindGenerator should be exposed like the rest of the generators
