Improve diagnostic view for cqld4 routing statistics #1797

Scenario: You are testing a system with cqld4 and you want to know how the load balancing policy is selecting over the available nodes.

This can be easily implemented by wrapping the selected load balancing policy in a diagnostic facade.

At some interval, the following details should be logged to a dedicated logger named 'CQLROUTING".

The current view of the topology as seen by the policy
A histogram of node selections since the last time it was reported.
