Tokenizer punkt zip file sometimes does not unpackage

We are seeing an issue on occasion where when deploying an app using this library, it downloads but fails to unpackage the zip file.
If you try to restart the app, it states that the file Already Exists and on latest version. I suppose because it is only checking that the zip file exists.

This does not happen every time. But the problem is exacerbated when using serverless environments such as Azure Functions since deleting and rebuilding retains the same filesystem and the same unpackaged zip file.
