Hello,
I have a similar issue.
Cannot access https://raw.githubusercontent.com/nltk/nltk_data/gh-pages/index.xml after nltk.download()

I see now that there plenty of similar issues related, e.g. nltk/nltk_data#192

Some users, particularly those who are using the "Jio" internet provider, have experienced this issue. They seemed to have been able to resolve it by connecting to mobile hotspot temporarily while downloading punkt, or by changing some DNS settings.

There's a bit more info here, perhaps it'll help: #3146

ok im also using jio modem so i check to connect to other internet and try to download nltk.download("wordnet") or nltk.download("punkt") if it is working i will inform
