Investigate RubyDocs links #2593

There are two ruby agent RubyDocs, one that is getting updates and one that is out of date but still live:

https://rubydoc.info/github/newrelic/newrelic-ruby-agent/NewRelic/Agent (out of date)
https://rubydoc.info/gems/newrelic_rpm (getting updates)

We should investigate out these links are being generated and get the old link removed. Looks like it may be sourcing from GitHub.

Lets also make sure our docs site is linking to the correct RubyDocs page/ APIs, and make updates as needed.

While we're doing this work, lets consider tackling #1885 as well since we will have some context built up.
