Describe the story, please be clear on scope of the story.

.NET 7 reaches EOL on 14 May 2024.

We need to update the list of unsupported versions in DotnetVersion.cs and update the warning message logged from AgentManager.cs when an unsupported version is detected. Also update the related unit tests.

Unit tests pass
