String filters on Views seem to work for HIstorical telemetry but not for Realtime telemetry #7724

Summary

When specifying a 'filter' on a metadata field and specifying a string to filter on, historical providers work well. However realtime providers do not update after updating the value in the inspector panel. This may be because there's no check to resubscribe if a filter is changed, needs investigation.
