Separate environment for static packages

Given the many repeated opened issues asking to provide static packages/libraries and broken static libraries.
I think a new environment based on UCRT64 should be created to provide those packages, where only static packages/libraries are built. In the other side building static libraries should be disabled on all other environments.
This will:

• Help those people looking for static libraries to package their apps.
• Make sure that those libraries only linked to static ones because there is no shared ones.
• avoid using shared (or static) header files with static (or shared) ones.
• Decrease packages download/install size on other environments.

vcpkg already provides a separate triplet (something similar to MSYS2 environments) for static libraries.

MinGW-w64 uses/linked against Windows system libraries, there is no other choice.
