Emit an error when options_ui is used by hidden (privileged) add-ons #4438

This is similar to #4432 except for the options_ui property. We will need a new rule code.

Note: this isn't something Firefox prevents at the moment.

options_ui + "open_in_tab": true should be permitted. An extension can still call browser.runtime.openOptionsPage() to open that.
