In #1369 I attempted to upgrade frontend dependencies (with yarn upgrade). But then the frontend tests fail with cyclic dependency errors. I didn't have time to investigate, so dropped that commit from the PR.

But we should figure out what's happening here so we can upgrade the frontend packages.
