In some cases it might take a while for nodes to come back after leader re-election which leads to problem, see moby/moby#25017

As a stop gap #1238 was implemented.

I think this was fixed by the various picker changes for 1.12.1 and by increasing grace period for unknown nodes (#1250).

There are still two PRs for this that have not been merged yet.

Those PRs were merged and made it into 1.12.1.
