Avoid writing passed tests in CI when terminal logger is enabled, and don't pass outputs #4938

In CI we don't observe passed tests, so we don't need that output.

And don't pass the standard output, that was something I thought will be nice to have, but it can make output logs huge and there was no ask for it. e.g. here: https://dev.azure.com/dnceng-public/public/_build/results?buildId=603731&view=logs&j=fe94c0c9-bb8c-5d6f-3b51-887173cc2f5c&t=b4bd3469-f776-5941-b623-568498d38bde 600MB of passed test outputs.
