* Add pack step, and revert package cleanup * Split publish and pack for vsix to get all dlls in place. * Make manifest it's own Manifest step.

Description
Remove all the nuget package contents we unzipped.
Split publishing and packaging so we can sign in the middle.
Rest of the changes is using this on the main pipeline.
