The VS Code bug of debug.log files creating automatically is happening again

Steps to Reproduce:

1. Launch VS Code to open a Project folder.
2. Make sure you already have another project folder opened in VS Code.
3. debug.log file started popping up randomly in 'root' and any subfolder which has been left expanded in Explorer Pane (of the project folder that was opened later).

Does this issue occur when all extensions are disabled?: Yes/No
Yes

Same issue started happening in August 2020 after an update and it just started happening again after I updated to version 1.53.0

Additionally, this time, I'm not even able to delete some of the files. for example, trying to delete this last debug.log file from root folder resulted in following error now (previously, last year when this was happening, I was able to at least delete the files manually):
