[Bug]: Running a CI Build with BUILDMODULE Does Not Test Single Module If Build Directory Not Clean

Current Behavior

Running a stuart_ci_build with BUILDMODULE will build a single module, but it will run all tests that are in the build directory (which may be there from previous runs).

Expected Behavior

BUILDMODULE will cause tests to run for only the single module, regardless of what has been previously built.

Steps To Reproduce

Run stuart_ci_build with BUILDMODULE after building an entire host test DSC
