When creating the CBS package vpack, we create a re-merged .winmd that is consumable from the OS repo.

We used to include such a .winmd in the vpack that includes the public WinUI framework package, but we stopped doing that. However there is an app in the OS repo that requires it and so they are currently unable to update from WinUI 2.4 to WinUI 2.7.

We update the script that creates these vpacks to include a usable winmd with the non-CBS vpacks.
