Cryptic strict-export-declare-modifiers

In latest versions of dtslint, strict-export-declare-modifiers was introduced. The description of this rule is indeed very cryptic for me and examples are very limited. I'm not sure how to refactor my typings to comply with this rule so I had to disable it for now.

This are the typings I'm trying to refactor according to above mentioned rule. Any clarification/help will be very appreciated.
