[enhancement]: AzureFunctionApp Task does not update the LinuxFxVersion to match the Runtime Stack

The issue is related to the 'runtime stack' argument not working as expected in the Azure Function app task. This is by design for the Azure Function Task now, and we ask for the stack to make sure we are setting the right app settings. For most customers, we expect they will have decided on the stack on the Function App Creation and not to update via deployment. We are reviewing the documentation and considering adding this to our backlog to see if we can implement it. Functions does differ from Web Apps in this functionality.

This differs from the Azure Web App Task when you deploy to a Linux Web App.
