We want to have a standard eslint ruleset across the repo. Currently we have a set but it's overwritten in many places, and it is not nearly as strict as it should be to prevent new projects from introducing known-bad patterns. This leads to inconsistent and hard to maintain code.

Removing the epic label since this is sub-issue for tracking the eslint ruleset itself. The epic #9501 tracks the overall work to define the new config and apply it across the repo.

Closing. The work this was tracking, to develop our list of rules, was done. #9501 tracks all the remaining work as the main tracking epic.
