getTimezoneOffset returns the opposite values than intended for Etc/GMT +- any value. #223

getTimezoneOffset returns the opposite values than intended for Etc/GMT +- any value. For example for "Etc/GMT+1" it returns -3600000 when for "Europe/Paris" (which is in Etc/GMT+1) it returns the proper 3600000.

This is not a bug. The IANA Etc/GMT+1 zones are deliberately named the opposite way you expect.
