UI doesn't respect the order field set on footer navigation category items

Admin panel allows users to set order of footer navigation category items

However, here:

magda/magda-web-client/src/reducers/contentReducer.ts

Line 163 in 788c189

footerMediumNavs = Object.entries(footerMediumNavs)

We only sort the order for link items but didn't sort the order for category items.
