Update 0.1x branch

We need a stable branch for 0.17.x for two reasons:

1. Ship important bug fix releases.
2. Warn 0.17.x users of the deprecations facing them in 1.0.

• Create 0.1x branch from the 0.17.0 tag
• Get CI working 0.1x ci #1015 0.1x ci #1027 (replace travis config with gh actions #1055)
• Error classes: Port Add new error classes #841, Raise exception on nil status #1042, and error class changes from Create faraday deprecation class #1054 (0.1x nil error #1064)
• Port Update to a more extensible deprecation method. #1043 (Create faraday deprecation class #1054)
