Is your feature request related to a problem? Please describe.

Currently the docker image uses python 3.9 despite 3.10 being listed as available with locust. When trying to use this image for python 3.10 compatible code, syntax errors are raised

Describe the solution you'd like

Docker hub hosted image bumped to python version 3.10
