Prevent emails when using mass import or doing SDI changes #2797

Today from Paas I got quite some emails from fixes to the process that where done via the SDI.

From this I gather that we might want to prevent notification emails in certain situations. Some which I can think of of the top of my head:

SDI changes (especially if they are workarounds or fixes to bugs)
Mass imports / changes from the command line

In these cases emails should be prevented.

What is the difference between changes by the frontend and SDI/Script import?
