If a theme does not have the wp_body_open action, we need to figure out another area to inject the place_header_notices function

@maxinacube and @fischfood I was thinking of a way for us to accomplish this. I was thinking that we could make a placement option for "Custom CSS Selector". If that is selected then we can show an additional input field for the user. If filled out then when the notice is displayed it would then use jQuery to place the notice within the selector the user input.

If this is started after the 30th of Dec, be sure to work out of release/1.0.5 or later if it hasn't been released to master by the time you start.
