Create base css for front end courier notices for each type (Header, Footer, Modal)

There are currently no initial styles for front end notifications. We need to have styles for regular notices in the header, When they are shown in the footer and when they are setup as a modal

Updated the notification colors back to Linchpin palette colors. After we started to use the new brand in context, decided these matched a little better. File is labeled with the notification type:
