Prototype psql backend

We're starting to plan out how horizontal sharding is going to work, and some of the options we're looking at (CockroachDB, manually sharded Postgres) use the Postgres dialect of SQL. In order to do some performance tests, we'd like to build a branch that can speak that dialect.
