lerna publish/version, registry priority of configurations for target registry?

Hey,
Does anyone know which priority lerna takes for which registry it should publish to?

From my testing it seems like:

1. registry configured in .npmrc in repository takes precedence of anything else
2. .npmrc from global configuration is second priority
3. --registry flag comes after global config (?)
4. .npmrc's publishConfig for each package as part of the monorepo is used (?) (unsure about this one since we removed this after we realized this

Does anyone know if this is how it works / should work (where is it documented)?
