Composer 2.0.0 is due to be released very shortly, but Laravel doesn't support the new installed.json format. Because Composer 1.x is actually going to stop working in the future, Laravel should backport this fix to allow people to continue to deploy their existing apps.

No problem. We expect that packagist support for composer 1 could end early in 2021, so we want to make sure that people can still install laravel 5.8 using the latest version of composer 2, even if laravel itself will not be getting any more real updates.
