Upgrade Helm v3 to v3.6.3

Helm has started to propose darwin/arm64 builds from v3.6.0.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
