Release GH action 0.2.0

Description

Create a new release for the PR Verifier GitHub Action. Proposed version tag v0.2.0.

Motivation

Allow kubebuilder to benefit from #12 fix which solved #11 which prevented PR Title and PR Description checks to stay when a new PR was (force-)pushed.
