[Scenario] record when the scheduler tries to schedule Pods on Pod annotation #216

It's important for those who analyze the scheduler by using Scenario to see when the scheduler tries to schedule Pods.

We record them only when the running Scenario exists and the time should be represented in ScenarioStep of running Scenario.
