🌱 Add Dependabot for dependency management #2050

In the slack channel for controller-runtime, it was suggested to add dependabot to controller-runtime. This PR adds dependabot for go and github actions.

I am unfamilar with this repo so please let me know if there is any other items that should be included.

Hi @kannon92. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

moving forward with this one since it is just for us to begin to be able to get the deps automatically.

@camilamacedo86 would you mind not approving things in a repo you are not an approver in? The thing is creating a bunch of PRs that are explicitly wrong, like bumping k8s.io/ packages to v0.27: #2064
