[API] Different header query format between klay and eth namespaces #2072

Describe the bug
eth.getBlockBy* provides header information, including size details, whereas klay.getHeader lacks this information. I'll make necessary updates if a patch is deemed necessary.

How to reproduce
Call the methods above.

Expected behavior
Both should contain the size
