[Component] Text overflow in command button panels with really long text on individual commands

In row-fill mode, when the button panel goes to one column, very long texts set on individual commands can overflow outside the visual bounds of individual command buttons. This needs to be handled at the level of command button layout managers, and also maybe in command button itself.
